I haven't read anything about the Mail Handler Assistant wages, but the Postal Support Employees (PSEs) of the clerk craft and the City Carrier Assistants (CCAs) of the letter carrier craft start out making roughly $30K per year IF they work 40 hour weeks. As a Mail Handler Assistant, you will not receive any overtime hours until all of the career mail handlers have the opportunity to work overtime. You will be required to join the mail handler union and, if like the other non-career employees in the other crafts, you will not receive any benefits until after your first 360-day appointment--you will not be eligible for health insurance benefits during your first 360 days. The Mail Handler Assistant is the newest position with the USPS, so I don't know a lot about it yet.
It doesn't matter which state you'll be working, the labor agreement is a national one. You may also have a local labor agreement--you'll have to ask your union shop steward about that.
